Your role in elevating the East Midlands

As a Data and Information Specialist, you will be joining the EMCCA team to take responsibility for the Adult Skills Fund data analysis and reporting.

The Adult Skills Fund (ASF) is a key commitment of EMCCA, with the organisation taking responsibility for the ASF commencing in August 2025. The ASF provides funding to support the engagement of adults, aged 19 and over, to equip them with the skills needed to progress to employment, apprenticeships or other learning. The programme is critical to enabling the development and growth of the whole region.

Working closely with colleagues both internally and externally (and from other Mayoral Combined Authorities), you will lead on developing, implementing and maintaining management and data systems to ensure EMCCA has the systems and processes in place to collect, analyse, interpret and manage data and MI in relation to ASF and, where possible, tailoring existing systems in relation to the wider Authority and devolution.

To be successful, you’ll must have demonstrable experience of the current funding arrangements in the Further Education and Adult Skills sector and in managing the systems and reporting processes used to collect, analyse and report on ASF – the Individualised Learner Record (ILR) System.

Key responsibilities include:

  • Designing, developing and implementing systems that will ensure the effective and efficient management and delivery of all data & information associated with ASF.
  • Leading on the work with East Midlands partners to undertake research and analysis of skills supply and demand data to advise on the development of the Regional Skills Plan, ASF policy priorities and ASF commissioning approach.
  • Undertake analysis to inform and support the production of an annual skills funding statement setting out what East Midlands seeks to purchase through the devolved ASF, and how funding will be prioritised and delivered.
  • Undertake data analysis, research and interpretation, to produce high-quality timely information to advise and inform the development of skills and adult education policy, as well as the Regional Skills Plan.
  • Providing data and analysis relating to the provider performance and delivery of ASF and other programmes reported on the Individualised Learner Record (ILR).
  • Leading on the processing of monthly data received from partners and validate monitoring and management information reports.
  • Providing support to the wider skills team by scoping out relevant data sets and advising on data analysis and policy development that will monitor performance on wider skills and employment programmes.
  • Working with members of the team and key stakeholders to investigate any variance from plans/targets and contribute to the implementation of solutions.
  • Carrying out detailed analysis on the ILR data received to monitor the performance of the Adult Skills Fund (ASF)
  • Developing Power BI reporting capabilities so that accurate and appropriate performance information is available at all levels within the organisation.
  • Collaborating and developing relationships with providers of data analysis inside and outside the organisation including Department of Education and with other Authorities.
  • Preparing and presenting reports as requested to the appropriate audience including Committee, councillors and the Public.

Your profile:

  • With a Degree level qualification in related field and general ICT Technical training, you’ll possess a range of skills including strong analytical and information design ability, excellent written and verbal communication skills, project management, partnership working and negotiation.
  • Considerable knowledge and experience of the post 16 Adult Education System.
  • Knowledge of data structures, database design, implementation and maintenance.
  • Experience of the Individualised Learner Record (ILR).
  • Using a variety of technologies, you’ll be experienced in analysing and interpreting complex data.
  • Understanding of relevant legislation including the Freedom of Information Act and Data Protection Act.
  • Knowledge of Business intelligence (Microsoft Product set).
  • In depth understanding of the business and technical issues associated with the analysis, design, development and support of Business Intelligence systems.
  • Experience of managing customer relationships and meeting / exceeding customer expectations.
  • Able to prioritise workloads, you’ll work well under pressure and against a background of change and uncertainty.
  • Ability to lead by example and demonstrate a ‘customer care’ approach.
  • Skills in qualitative, quantitative research and audit.
  • Ability to travel across the EMCCA region.
