National Citizen Service and NCS Trust

National Citizen Service (NCS) is the country’s fastest growing and largest programme for 16 and 17 year olds – they meet new friends, challenge themselves in the great outdoors, learn life skills in a university setting, and develop their own project to make their mark on their community. NCS helps develop vital skills for life and work, fast tracking the future of those who take part.

Since the first pilots in 2009, over 400,000 teenagers have taken part in the programmes that run in spring, summer and autumn. In 2017, nearly 100,000 young people started their NCS journey.

NCS exists to help tackle major social challenges in our country by empowering the next generation. These include:

● Social cohesion – building new networks and friendships among young people from all backgrounds,
● Social mobility – building essential skills for life and work and offering these opportunities to all young people, with no charge for those who would not otherwise be able to take part.
● Civic engagement – giving young people the tools, opportunities and respect to change the world around them, by building projects to support their community.

NCS Trust is an independent not for profit Community Interest Company established by Government to drive and deliver NCS across the country, alongside 200 local charity partners. Current annual turnover exceeds £200M. NCS Trust is headed by Michael Lynas, who helped develop the first pilot programmes in 2009, oversaw the scale up in Government, and is the founding Chief Executive of NCS Trust.

NCS has cross-party backing and is fast becoming a rite of passage for young people. Following the cross party support for the NCS Act which received Royal Assent in April 2017, NCS has received a Royal Charter, reflecting its status as a new national institution dedicated
to the next generation.

David Cameron has been appointed to Chair the NCS Patrons , a cross party, cross sector group of influential leaders.

New independent research has confirmed that NCS is making a significant impact on the young people who take part, and the communities in which they live.


Role Context

The College Engagement Manager will support the development of NCS Trust strategy for engagement with colleges and the Post 16 sector in order to both raise awareness and grow support for NCS within the sector. There will be three main pillars to the role:


Policy

The College Engagement Manager will be required to:
● stay up to date with relevant policies affecting post 16 learning and Colleges and understand how NCS can best work with or influence policies to enable as many learners as possible to benefit from the NCS programme;
● develop relationships with key staff within DfE, SFA and other influential bodies, with the ability to articulate powerfully the impact of policy/procedural changes on NCS;
● advise other NCS Trust teams on changes that might be required to support NCS’s growth, such as data and IT teams, strategy teams, etc.


Partnerships

The College Engagement Manager will be required to:
● develop relationships with key leaders of organisations and college groups within the post 16 and College sector to raise awareness and build affinity for NCS;
● maintain and develop relationship with sector bodies such as the AoC and its regional offices;
● develop and maintain relationships with other organisations with similar interests with the sector, such as The Careers & Enterprise Company.


Network Support

The College Engagement Manager will be required to:
● understand and monitor recruitment data on sign ups to the NCS programme from Colleges and post 16 institutions;
● create best practice guidance and training for the NCS network of delivery partners to support engagement with post 16 institutions and Colleges;
● assist with brokering relationships with College leaders and groups;
● provide tactical support with difficult to access Colleges and post 16 institutions.

The College Engagement Manager will require outstanding relationship management skills and the ability to negotiate and influence at a senior leadership level within the education sector.

This is a new role and provides an exciting opportunity to work within the small education partnerships team at NCS Trust. The purpose of the team as a whole is to raise awareness of and and increase alignment with the NCS programme within the education sector. The team supports the NCS network of delivery partners with their school and college engagement strategy, builds relationships with relevant organisations within the sector and works with government to influence policy where possible.


Person Specification

● Outstanding communication skills including strong negotiating, influencing and listening skills
● Strategic problem solver, who understands the value of engagement to win hearts and minds
● Experience of developing and managing relationships with external partners
● Proven track record of working in the post 16 sector and an understanding of the environment in which colleges operate
● Experience of Government engagement and understanding of Whitehall and the policy-making process
● A positive self-starter who works well in a fast-paced, team-oriented environment
● Ability to coordinate across teams and departments
● Able to multitask efficiently and prioritise workload
● Not afraid to try something new and experiment with new technologies or techniques
● Possess innovative ideas and a can do attitude
● Experience of interpretation of MI data to identify trends and inform future strategies
● Ability to develop strong customer insight in order to maximise future relationships
● Technical skills which include: strong and immediately effective communications skills, excellent IT and administration skills (MS Word, Excel, PowerPoint), good numeracy skills and excellent written and verbal communication/record keeping skills

This is a permanent, full-time role. The role is based in West London.
The salary for this role is competitive, dependent on skills and experience.
