From 2019/2020 the Adult Education Budget (AEB), which delivers training to adults aged 19+, will be devolved to the Mayor. This is an exciting prospect for London, but also a great professional opportunity for people wanting to be at the heart of one of the most important new devolved funds in London.

To prepare for devolution, the GLA is building a new Funding Policy and Systems team which will be responsible for ensuring that the £400 million annual budget funds provision that improves Londoners’ lives and drives forward the economy. This is particularly important now, with Brexit on the horizon and lower economic growth projected in the recent Budget.

Within the Funding Policy team we are looking to recruit three Principal Policy Officers (PPOs) to lead key three strands of work. The workstreams are likely to be as follows:

1. The first will, working with a range of internal and external stakeholders, lead work within the team to determine how the budget should be committed, including through developing an AEB Commissioning Framework, annual Funding Rules and any procurement specifications required.
2. The second will focus on determining provider allocations, funding rates and ensuring the data required to manage the programme can be collected. This role will ensure that the AEB is committed fairly and efficiently across the capital in a way that is good value for money.
3. The third will focus on ensuring that the programme as a whole is more outcome focused, including by potentially developing ‘payment by results’ models for some programmes. The strand will also look to build transparency in the skills market by helping develop more accessible data for both providers and learners.

The new team will need staff from a range of backgrounds, including but not limited to programme delivery, policy, research and economics. We welcome applications from those currently working with ESFA funding, including those from from Colleges or other providers, or with experience working with Individualised Learner Record (ILR) data. Most, but not all roles, will require strong quantitative skills.

You will need to be confident in establishing relationships with a range of stakeholders, particularly at senior level including officers from government departments, the skills sector, business representative bodies, boroughs and the Mayor’s Office. An extensive knowledge of the DfE’s and Education and Skills Funding Agency’s funding policy and programmes is preferred in addition to excellent knowledge of skills and employment policy in London, nationally and internationally and a successful track record in policy development and delivery.
